0026827: Position and orientation for GD&T frames

Add STEP entities:
- StepAP242_DraughtingModelItemAssociation
- StepVisual_AnnotationOccurrence
- StepVisual_AnnotationCurveOccurrence
- StepVisual_AnnotationPlane
- StepVisual_DraughtingCallout
- StepVisual_AnnotationPlaneElement
- StepVisual_DraughtingCalloutElement

Changed the structure of XCAF to save the position of PMI data.

Add function to read orientation of GDT frame and connection point and set them to XCAF.

Conflicts:
	src/RWStepAP214/RWStepAP214_ReadWriteModule.cxx
