dkulikov e4acd164ed For some STEP files we fail for geometric tolerances to read the "geometric_tolerance.magnitude"
StepDimTol_GeometricTolerance and related classes can now process both
StepBasic_MeasureWithUnit and StepRepr_ReprItemAndMeasureWithUnit.
Unit tests for changed methods are added.
