Modification for loading a few STEP files in the model.

1. Loading STEP file in the model with using yacc and lex.

3. Registration in static structure Interface_GeneralLib, Interface_ReaderLib, Interface_Writer_Lib for each StepData_Procotol.
Modifications:
STEPControl_Controller, STEPCAFControl_Controller were created as not static objects when STEPControl_Reader or STEP_Control_Writes were initialized.
Parameters used for translation from Interface::Static were made not static. Map to keep parameters was added in the Interface::InterfaceModel. For STEP translation parameters were initialized during initializing STEPData_STEPModel. model.
Static variables were removed.
Redundant classes were removed from STEP translator.
"endl" manipulator for Message_Messenger is renamed to "Message_EndLine".
The following entities from std namespace are now used
with std:: explicitly specified (from Standard_Stream.hxx):
std::istream,std::ostream,std::ofstream,std::ifstream,std::fstream,
std::filebuf,std::streambuf,std::streampos,std::ios,std::cout,std::cerr,
std::cin,std::endl,std::ends,std::flush,std::setw,std::setprecision,
std::hex,std::dec.
Macro NO_CXX_EXCEPTION was removed from code.
Method Raise() was replaced by explicit throw statement.
Method Standard_Failure::Caught() was replaced by normal C++mechanism of exception transfer.
Method Standard_Failure::Caught() is deprecated now.
Eliminated empty constructors.
Updated samples.
Eliminate empty method ChangeValue from NCollection_Map class.
Removed not operable methods from NCollection classes.
Method DownCast() is made template, to be available only when argument is actually a pointer or handle to a base class.
For compatibility with existing code, method DownCast() that can be used for the same type, derived, or unrelated class (i.e. where there is no actual down casting) is still available, its use shall cause "deprecated" compiler warning.
OCCT code is updated to remove meaningless DownCast()s; a few places where DownCast() was used with argument of unrelated type are corrected.
DRAW command QAHandleCast is removed (it was useful only during redesign of handles).
StepToGeom package refactored to avoid C-style casts of handles to derived types.
Instead of 45 classes, each defining single static method, it now defines 45 static methods in the main package class.
Results of conversion are returned in normal way rather than via function parameter.
