Update empty method guards to new style with regex (see PR).
Used clang-format 18.1.8.
New actions to validate code formatting is added.
Update .clang-format with disabling of include sorting.
It is temporary changes, then include will be sorted.
Apply formatting for /src and /tools folder.

Automatic upgrade of OCCT code by command "occt_upgrade . -nocdl":
- WOK-generated header files from inc and sources from drv are moved to src
- CDL files removed
- All packages are converted to nocdlpack

from "GccIter" package were converted to the non-generic classes and moved to the "Geom2dGcc" package. Names of this classes were changed to:

"Geom2dGcc_Lin2d2TanIter",
"Geom2dGcc_Lin2dTanOblIter".
And their internal classes:

Enumerations" Type1, Type2 and Type3 were moved to "Geom2dGcc.cdl".
Package "GccIter" was deleted.
